HONG KONG: SIR Y K KAN AND DR S Y CHUNG'S CALL ON LORD GORONŴY-ROBERTS

1.

Lord Goronwy-Roberts has agreed to see Sir Y K Kan and

Dr S Y Chung at 3.30 p.m. on Wednesday, 8 June.

2.

Sir Y K Kan, the senior Unofficial Member on the Executive Council, and Dr Chung, the senior Unofficial Member on the Legislative Council, will be representing Hong Kong at the Thanks- giving Service in St Paul's on 7 June to commemorate The Queen's Silver Jubiles. Both will be accompanied by their wives.

3. The Kinister last met Sir Y K Kan in the Office in June 1976.

The call that Sir Y K and Dr Chung are making on the Minister

this time is primarily of a courtesy nature. Sir Y K Kan has indicated, however, that he may raise the question of the implications for Hong Kong of the recently published proposals for changes in the British Nationality law. The Minister himself may wish to take the opportunity to ask his callers how the new Unofficial Members on the Legislative Council appointed last autumn are coping with their responsibilities. He might also seek their views about possible further measures to prevent the illegal employment of children in industry, an issue which has attracted attention in the UK in recent months and has been the subject of correspondence with the Governor.

I submit:

(a) a brief, with a Line to Take, on various topics that might arise in discussion;

(b) biographical notes on Sir Y K Kan and Dr Chung; and

(c) a copy of the visitors' programme.

NTD and EID(E) concur, as appropriate. Provided it is acceptable] to the Minister, I would like to attend the meeting.
