1. At the meeting on 17 January of GEN 56, the Cabinet Committee Se up specially to consider the Review of Nationality Law, the Secretary of State was invited to circulate to the members of the Committee & Diu memorandum recommending how the consultations with Commonwealth and Colonial Governments should be handled and how the publication of a discussion document should be related to the Commonwealth Heads of Government Meeting.

2. Below is a draft memorandum on which I should be glad to have any comments quickly. The date of the next meeting of GEN 56 has not been fixed, but the Home Secretary is pressing for very early publication of a consultative document and a meeting could be convened at short notice.
