GREEN PAPER ON A NEW NATIONALITY LAW

1. Your circular minute of 21 February refers.

I have no substantive comments to make on the draft guidance saving telegram attached to your minute. You may, however, wish to insert "(BOC)" after the first reference to "British Overseas Citizenship" in paragraph 6(c) of the draft.

3. You asked that departments responsible for posts likely to have particular problems with the Green Paper should consider supplementary guidance and, in the case of Hong Kong, you asked that HKD should prepare a draft. In fact, I think the Line to Take in paragraphs 6 and 7 goes a long way towards meeting Hong Kong's particular problems. Nevertheless, I agree that Hong Kong would appreciate supplementary guidance, even if it is primarily directed towards emphasising particular points in the general guidance. With this in view, I attach a draft saving telegram to go with the others attached to your general guidance. The draft has been prepared in consultation with FED.
