As requested in your letter of 24th August to Eric Ho, I enclose our comments on the points raised by Miss Fookes in her letter to the Secretary of State. I suggest that your reply should emphasize that the Hong Kong Government is indeed deeply concerned about education, and that sympathetic consideration is given to the views expressed by educational bodies, including the Education Action Group, although, naturally enough, there are occasions when these views cannot be accepted or when it is not possible to implement the improvements sought as quickly as the Government or its critics would like.

I understand that the Director of Education has already sent to Miss Fookes, and to the other MPS who visited Hong Kong with her, an assortment of back- ground information on the educational system in Hong Kong, including details of the new secondary school allocation procedure. The Director is not, however, preparing a reply to any specific points made by the MPs.
