COMPLAINT FROM THE HONG KONG GOVERNMENT SCHOOL NON-GRADUATE TEACHER'S UNION (GSNGTU)
1. On 2 September the Honorary General Secretary of the GSNGTU Flag A & B wrote to the Secretary of State and yourself complaining that
his union had not been recognised as a consultative body by the Hong Kong Government. The complaint was precipitated by the Hong Kong Government's decision to convert primary schools to secondary ones, with consequent redundancies of primary school teachers.

2. The Hong Kong Government, whom we consulted, suggested a reply which was a little harsh. I now attach a draft reply, based on Hong Kong's, which I have agreed with the Overseas Labour Adviser.
3. Since the letter to the Secretary of State was apparently sent direct to this department, I would suggest that there is no need to submit the proposed reply.
