Ref: ON THE MATTER OF TURNING-OVER GOVERNMENT
PRIMARY SCHOOLS TO THE AIDED SECTORS, AND THE CONVERSION OF GOVERNMENT PRIMARY SCHOOLS INTO AIDED SECONDARY SCHOOLS
The whole of the Government School Non-Graduate Teachers denounce and firmly oppose to the Government's captioned policy, of which we trust that you have been aware. In fact, right after the T.K. Ann Report, wo have accordingly expressed our opposition to the captioned, claiming that the detachment of Government Primary Schools from the Education Department is inappropiate. In addition, we demand that mat- ters regarding or affecting the Government school non-graduate teaching staff should be first consulted to our Union, and should be negotiated between both parties for full agreement.

On 19th October 1976, Government School Non-Graduate Teachers' Union submitted our letter to the Chief Secretary, protesting the captioned subject matter and ignorance attitude of Government. We proposed Consultative Meetings to be hold and stressed that the Government should cease the trading of Government Primary Schools until full agreement can be reach- ed (refer to Enclosure II). In our letter dated 11th Novem- ber 1976, we urged for immediate reply from the Chicf Secre- tary and in return, we were instructed to refer the afore- said to the Education Department Consultative Council (refer to Enclosure III ) It is unfortunate we have confronted with the delaying tactics while the negotiation power and re- presentation of the Education Department Consultative Council were in doubt. We regret that the status of our Union in particular relevent benefits of our members have not been pro- perly recognised and respected by the Government. Owing to the aforesaid, the 2,000 members of the Government School Non- Graduate Teachers' Union are under the impression that all of our previous efforts have been totally ignored. We hereby demand for proper solutions and stipulated reasons for our opposition to the captioned as follows:-
