You will recall the Governor's telegram to Lord Goronwy-Roberts of 20 September announcing the Executive Council's decision to make junior and secondary education both compulsory and free.

2. Although the Governor's current visit is concerned with the Multi-Fibre Arrangement, the Minister may, in view of his previous interest in this subject, wish to express his pleasure on this measure to the Governor in person.
