Form I fell from 95,150 in 1974 to 90,574 in 1975. This decrease is accounted for entirely in the private sector, and it is possible that, after a period of recession, fewer parents of children who were not allocated subsidized places through the S.S. E. E. were willing or able to pay the higher fees charged by private schools. Owing to the increased availability of subsidized places in September 1976, the overall enrolment in Form I in this year rose to 98,424.

As regards the work put into the 14 P.Q.s, we estimate that it took 192 man hours at a staff cost of $8,000.
