Clause 10 requires the Authority to submit to the Governor for approval a programme of its proposed activities and estimates of its receipts and payments and makes subject to the Governor's approval any increases in fees for the specified examinations.

Clause 11 establishes a financial policy directed to ensuring that its expenditure does not

exceed its revenue.

Clause 12 provides for the keeping of such

accounts as the Director of Accounting Services may

require and for the auditing of them by an auditor approved by the Governor, and clause 13 provides that

the Government may recover the cost of any services it provides to the Authority.

Clause 14 enables the Governor to give directions, and clause 15 provides that the Authority will not be a Government agency.

Clause 16 contains provisions for secrecy of the Authority's affairs and imposes sanctions for breach of the secrecy requirements. Clause 17 prohibits impersonation of employees or members of the Authority.

Clause 18 prescribes that the Authority is a public body for the purposes of the Prevention of Bribery Ordinancc.
