to confirm that the Independent Examinations Authority should be established (paragraphs 5-9);

to advise whether planning to establish the IEA should proceed as proposed in paragraphs 12-13;

to advise whether legislation as outlined in paragraph 14 should be drafted;

to note that financial proposals designed to make the IEA eventually self-financing (paragraphs 16-18) will be put to the Finance Committee of the Legislative Council; and

to note the principles (paragraphs 19-20) upon which the future relations between the IEA and the Government will be founded.
