Conditions of service for staff of the Authority

The Authority will have statutory responsibility for determining the conditions of service of its staff, but will have the duty also to submit annually its estimates of income and expenditure to the Governor for his approval (see paragraph 18 below), and this will be the means whereby some measure of control over the most important of the Authority's expenditure proposals will be exercised. It is proposed as a general guideline that terms of service for staff of the Authority should not be better overall than those for Government servants, although the difficult nature of examinations work, and the degree of public interest in ensuring that the work of the Authority remains of a high quality, make it necessary to provide terms that will be attractive to staff of the right calibre. It has been agreed therefore, subject to the approval of the Authority when it comes into being, that conditions of service for staff of the Authority should, where appropriate, be similar to those for the civil service. There will however be some instances where civil service practice will not be applicable: for example, as the Families Clinics cannot provide medical services for other than Government officers and their families, the Authority's staff will have arrangements for medical services similar to those for staff of the Hong Kong Polytechnic, who are able to consult specified private medical and dental practitioners but may be admitted to Government hospitals. It is also proposed that the normal retirement age for Authority staff should be 60, as for teachers in the aided sector, and it is likely, owing to the pressure of work at certain times of the year, that restrictions will have to be imposed on the accumulation and taking of leave.

Initially, a large part of the staff of the Authority are likely to be employed on secondment from Government or the universities, and the period of secondment, subject to the needs of the Authority, will normally be 12 months. After this period each officer will, depending on his age and other circumstances, either return to his previous em- ployment, or retire or resign. The Authority may offer re-employment to officers who retire or resign, but will not be bound to do so. Subject again to approval by the Authority, it is proposed that non-seconded officers should normally be employed initially on contract terms for a period of 2 or 3 years with a linked gratuity, and then on a provident fund basis, with contributions of 5% of salary from the employee and 15% from the Authority.
