Honourable Members are invited:

to note the findings of the Interim Report of the Working Party on Higher Education (paragraphs 4-14);

to advise whether the UPGC should be asked to submit recommendations, after consulting the Chinese University, on

(i) whether the main undergraduate course programme at the University should be reduced to 3 years; and, if so,

(ii)

the time at which this change should be brought about; and

(iii) the method by which it should be implemented;

(paragraphs 15-18);

to advise whether the UPGC should be given pro- visional targets of student numbers for the academic year 1980-81 of 10, 330 at both universities (5, 450 at HKU and 4, 880 at CUHK), to be reviewed if the first year enrolments were to increase during this period through the proposal to be considered under (b) above (paragraph 18);

to advise whether the UPGC should be given a target for the academic year 1983-81 of 11, 400 full-time and equivalent part-time students (including evening students) at the Polytechnic (paragraph 19); and

to advise whether the UPGC should be asked to plan the capital and other requirements at the three insti- tutions on the assumption that student numbers will not rise above the 1980-81 targets (paragraphs 20-21).
