Annexed is the Report of the Working Party on Senior Secondary and Tertiary Education (Annex A). This is essentially a long-term review, which makes recommendations pertaining to the expansion and development during the 1980's of the principal educational courses for students who continue their education at levels beyond the nine year course of general education that is available to all. The principal types of education reviewed in the Report are those provided in Forms IV-VI of secondary schools, in technical institutes, in colleges of education and other institutions providing training for particular prefessions, in the post-secondary colleges, in the universities and the Polytechnic and in adult education centres. Such a wide coverage has necessitated the preparation of a rather lengthy report, in order that adequate justification could be provided for the findings and recommendations put forward. However a summary is provided in Chapter IX and the principal recommendations are listed in an Appendix to the Report. The Director of Education's covering memorandum is also appended with the Report.

The Working Party was first appointed by the Secretary for Social Services in December 1975 under the title of Working Party on Higher Education. Its initial task was to advise Government on the student number targets to be set for the two universities and the Polytechnic by the end of the next planning period (which was subse- quently agreed to be 1980-81). The Working Party undertook this task in its Interim Report, which was submitted to Honourable Members under cover of memorandum XCC(76)51 (Annex B) and considered on 3rd August 1976. After considering this memorandum, the Council advised and the Governor ordered:
"(a) that consideration of the proposal to invite the
UPGC to make recommendations, after consulting the Chinese University, on
(i)
whether the main undergraduate course programme at the University should be reduced to three years and if so,
