Draft Plan LH 14/20

On 13th April 1973 the Town Planning Board exhibited draft plan LH 14/20 for a period of two months for public objections. The draft plan was based on the need to provide a land use pattern and road framework in order to control building development and to preserve the outstanding amenity of the area. The plan is designed to illustrate only

the broad principles of development within the planning area and thus merely provides guidance for more detailed planning.

The predominant zoning, dictated by the present character of the area, is residential. The maximum plot ratio of new residential buildings is restricted to 0.5, with the proviso that existing buildings may be redeveloped to a plot ratio not exceeding 0.5 or the existing plot ratio, whichever is the greater. Small areas are zoned for commercial, commercial/residential and GIC uses to meet the needs of the estimated population of 9, 900. There is adequate open space and the undeveloped hill sides are zoned as Green Belt.

Among the more significant zoning proposals was provision of a public transport terminus and multi-storey car park in the GIC zone adjacent to the Peak Tram terminus, part of which is now occupied by the Peak Cafe. A further proposal to provide open space on the roof of the car park was rejected by the Board on the grounds that it would overlook nearby residences and also be a source of excessive noise at weekends.

Objections to Draft Plan LH 14/20

During the statutory period of exhibition a total of 23 objections were received. A list of these objections is at Annex B. 22 objections were to the plot ratio restriction and one (Objection F - from Palmer and Turner, Architects and Civil Engineers) commenting on the design and location of the multi-storey car park. The location of the objection sites is shown on Plan No LH 14/20 at Annex A. Five objections were re- ceived out of time, of which three were objections to the plot ratio restriction and two to the multi-storey car park. One of the latter was from the tenant of the Peak Cafe who wrote to the Chairman of the Urban Council and also forwarded a petition signed by the Cafe's patrons to the Town Planning Board, objecting to the possible demolition of the Cafe to make way for the multi-storey car park.
