FRESH DEVELOPMENT PROBLEMS AND FACTORS.

1. It is generally acknowledged that the K.C.R. move to Hung Hom

has caused great inconvenience to commuters, and has caused a drop in

the number of commuters using the K.C.R. It was a move against the

interests of Transport without considering the growth of Sha Tin.

2. One of the reasons for appointing Transmark (Consultants),

whose Report is not due until September, is to study the re-linking of

Hung Hom and Tsim Sha Tsui, presumably underground. A hasty decision

on the planning of Tsim Sha Tsui would be unwise, premature and,

necessarily, piece meal.

3. The growth of large New Territories towns and the presence of

5,000 people coming to and going from the proposed Cultural Complex, who will require convenient communication and ease of transfer

from one system of transport to another.

4. The Hong Kong Heritage Society has it on good authority that the

K.C.R. may well return to Tsim Sha Tsui by underground line, following

a route beneath the carriageways of Salisbury Road and Chatham Road

and forming a link with the Css Harbour M.T.R oute at the bottom

of Nathan Road. The platforms would exterd from just beyond the M.T.R.

Terminal to a point in front of Star House at the Star Ferry Concourse

5. The Hong Kong Heritage Society is well supported in its views

that it is desirable that an entrance to the underground station be made

at the Salisbury Road end of the K.C.R. Terminal building. The building, properly used, would therefore provide a pleasing covered transit from Star Ferry to Cultural Complex, to the M.T.R. and underground K.C.R.,

and the bus terminus.

6.

No site has been finalized for a new bus and transport complex.

It should be near the M.T.R., and K.C.R., and Cultural Complex in order

to provide easy and sheltered connections.

7. The problems of pedestrian movement, and private vehicle

movement have to be considered. Placing the bus and transport complex

nearer the M.T.R. at the bottom of Nathan Road would therefore be more

convenient for the transfer of passengers.
