To complete land grants to Hong Kong Industrial Estates Provisional Authority.

To execute the grant for Tai Po Stages I and II within 6

onths.

To review procedure so as to simplify present piecemeal approach which holds up development and is adminis- tratively tedious, involving numerous references to Ex.Co.

(a)On 14th September 1975, Ex. Co.

advised chat a private treaty grant of land at Tai Po should be made to the Provisional Authority. Reclamation of Stage I of the Estate has started and preliminary work for Stage II is in hand. Consideration is now being given to a new Stage III.

(b) The estate at Yuen Long is still in the planning stage and investiga- tions into suitable borrow arcas have not yet been completed.

It appears feasible to acquire land for the New Towns in larger parcels than hitherto, as part of the long- term programme.

Finalise basic terin and special condi- tions of grant.

Upon receipt of results of borrow area investigations draw up a develop- ment programme in conjunction with the Provisional Authority.

Obtain departmental agreement to proposals prior to putting them, for ratification, to
