Moratorium Review

PURPOSE

The imporve the environmental and safety conditions in multi- storey buildings (other than those intended primarily for industrial or commercial use.)

To decide the need to extend or forego the moratorium which was imposed in 1973 to inhibit excessive road traffic in the

area

PROGRESS MADE & PRESENT POSITION

(a) Full review of relevant Secretariat

papers has been completed.

(b) Proposal has been prepared for GSC

which, if approved, will concentrate responsibility for multi-storey building matters generally in the Environment Branch and strengthen the Land Division for this purpose.

(c) DPW has been asked to consider

the priority to be accorded a review of the Buildings Ordinance.

Draft LDPC paper agreed at PWD

NEXT QUARTER TARGETS

(a) If GSC approval is forthcoming, wider scope of this subject to cover multi-storey building matters generally under the following three main headings:-

(i) management, (ii) enforcement, (iii) lease

enforcement.

(b) Plan and commence

action under all three headings.

Get LDPC approval

Conference at the end of December 1976. before submission to

ExCo in April 1977.
