Purpose

To develop a Programme Plan for the KCR on the basis of a consultancy study on the modemization of the railway system.

Progress Made & Present Position

(a) The consultancy is drawing

Trans- mark's investigations have shown that electrification of the main line and a Tsim Sha Tsui extension are financially recommendations to viable and they are carrying out further tests on these two options. However, a loop line through Sha Tin New Town is not recommended and the KCR Programme Plan Steering Group has agreed to freeze further study on this line pending a review of the internal trans- port system of She Tin without such a line. Transmark's

draft final report is awaited.

(b) A Supplementary Agreement with

Transmark to cover an exten- sion of the scope of the consultancy was signed on 26th August 1977.

(c) The Liaison Officer post

lapsed on 1st October 1977. (d) has submitted proposals

on how to follow up Transmark's recommendations, which are being considered in the Branch.
