the fee should be determined taking into account the relative costs of dental and medical out-patient treatment. Additional charges will be made for the supply of appliances and the use of precious metal. Recommendations on the level of the charges will be made at a later date when more details are avaialble on the likely operational cost of the Hospital.

Public relations aspects

The proposals are likely to be welcomed on the grounds that the establishment of a Dental Teaching Hospital in Hong Kong will make low-cost dental treatment facilities immediately available to those who wish to take advantage of them, and will be seen to be contributing towards improving the health of the general public. If the scheme proves a success, it will lead to a demand for an increase in public dental services. As noted in paragraph 12, this could be considered in due course by the Medical Development Advisory Committee.

Honourable Members will be asked to advise whether the Dental Teaching Hospital should be opened to the public on a walk-in basis as outlined in paragraphs 7 and 14.
