MEMORANDUM FOR EXECUTIVE COUNCIL

GOVERNMENT POLICY FOR THE ACCEPTANCE

OF PATIENTS INTO THE FUTURE DENTAL TEACHING HOSPITAL OF THE DENTAL SCHOOL, UNIVERSITY OF HONG KONG

Introduction

On 9th July 1974 Honourable Members considered the draft White Paper on The Further Development of Medical and Health Services in Hong Kong and noted, inter alia, that a Faculty of Dentistry would be established at the University of Hong Kong to provide a local supply of dentists. Planning for the establishment of the Dental Faculty is now in hand and the University of Hong Kong has appointed a Dental Academic Advisory Committee (DAAC) to advise on the staffing of the Dental School, the preparation of an outline for the dental curriculum and the translation of that curriculum into building requirements for submission to the University and Polytechnic Grants Committee. At the same time, planning has started on the Dental Teaching Hospital (which would be an equivalent of a teaching hospital for doctors).

The purpose of this memorandum is to seek Honourable Members' approval in principle to the policy to be adopted for the ad- mission of patients into the Dental Teaching Hospital.

Sources of patients for teaching purposes

The DAAC has not yet made proposals on the project to the University of Hong Kong. Accordingly, the UPGC has not yet received proposals from the University and has not yet made recommendations to the Government. But, based on their deliberations so far, the DAAC sees a need for a pool of about 125, 000 attendances per annum for teaching purposes; it is estimated that only 100, 000 attendances from this pool would be suitable for teaching.

Present policy and services

At present, the Medical and Health Department provides a dental service for Government officers, their families and pensioners. The Department also provides simple dental treatment for inmates of penal institutions, specialist treatment for patients in Government hospitals and emergency treatment for members of the public. All other dental treatment is carried out by private practitioners.
