FA That this House congratulates the people and governinent of Hong Kong on creating in a small space of land devoid of raw materials, a community with the highest standard of living of any country in the Far East except Japan, on receiving the flood of immigrants who have chosen to live and continue to choose to live in Hong Kong; on dealing with the immense social problems inherent in a population which has increased eightfold since the war; in creating conditions under which the people of Hong Kong have freedom and the opportunity to work and increase their incomes at all levels; urges the Hong Kong Government to persevere with the 10-year programme which has already produced notable advances in housing, education, medical services, labour legislation, social welfare and partnership between government and governed; welcomes the assurances of the Prime Minister with regard to the progressive implementation of the ILO conventions ; and endorses the need to preserve the goodwill that exists between Hong Kong and China.
