1. Mr Roger Sims MP (Conservative Bromley, Chislehurst) has put down two Questions for Written Answer by the Secretary of State. One Question asks about plans for the establishment of a medical school and new hospitals in Hong Kong. The other Question asks for details of plans for expenditure on and expansion of the full-time student population in Hong Kong, and for a comparison of present numbers of students with those of ten years ago.

Mr Sims has not recently expressed an interest in Hong Kong affairs. He put down two Questions in 1975 relating to the Labour Tribunal and over-time restrictions for women and young persons in Hong Kong.
3. The Question on hospital beds and improvements to the medical services is similar to three Questions asked on 7 April by Mr Dan Jones MP. In his answer Mr Luard informed Mr Jones that a new medical school was scheduled to be opened in 1981 and that three new hospitals, five more clinics, a health centre and
These three polyclinics were due to be completed by 1983/84. developments are part of the medical and health regionalization plan announced in April.

The Question on education duplicates in part one put down by Mr Hal Miller MP which was answered orally by Mr Luard on 30 March. This asked what progress had been made in Hong Kong in the last ten years in the provision of state secondary, further and higher education. Referring to higher education, Mr Luard stated that there had been a 105% increase from 7,920 to 16,260 places in the past ten years. The difference between these figures and those now quoted is explained by the fact that the latest figures refer to full-time students only.
5. I submit a draft reply to Mr Sims' two Questions based on the Flag latest information received from Hong Kong.
