allow him to apply for registration in the U.K. I believe this has been done in other cases of persons who have rendered special service to the Crown outside the United Kingdom.

If, after considering the unusual circumstances of the case, the authority in the U.K. 'decided that registration there was not justified, and if Maideen then applied for registration in Hong Kong and I doubt if he would it would presumably fall to me to consider whether to approve his application. Since we are prepared to offer him permanent residence here, it would seem to be within the spirit of Chapter 2.2.2. of D.S.P. Vol 24B for me to exercise my discretion in his favour.

However, registration in Hong Kong would be very much a second best and not what he wants, and there are those who would say that we had treated Maideen rather shabbily in not allowing him to register in the U.K.
