A Note giving a description of the programmes for 1977 is attached. It will be seen from the Note that funds amounting to $7 million will be required in the Socialist Republic of Viet Nam and $2.8 million in the Lao People's Democratic Republic, a substantial reduction compared to the $20 million programmes undertaken in 1976 in the area.
I should therefore be most grateful if your Government would consider making a generous financial contribution to UNHCR in support of this essentially humanitarian endeavour.
