3 February 1977

In the absence of the High Commissioner, I wish to thank you for your letter of 21 January 1977, informing him that in response to his appeal the Government of the United Kingdom had decided to admit up to 116 Indo-Chinese displaced persons leaving their countries in small boats. Note has been taken of your Government's wish that the majority of those admitted should come from among "small-boat" persons who have landed at Hong Kong, and that the 21 persons landed by the MS Mather in Japan should be counted against the total of 116 displaced

persons.

I am deeply grateful for this generous decision and would ask you, on behalf of the High Comminaioner, kindly to convey to your Government his sincere appreciation of their unfailing support for the work of this Office.

The UNHCR Regional Representative in the area will cooperate with the competent United Kingdom authorities and the Hong Kong Government to ensure the early implementation of this programme.

I enclose for your information a table showing the present situation of these persons.

Accept, Sir, the assurances of my highest consideration.
