A tabular summary of the cumulative expenditures made available by UNHCR for material assistance in Thailand from September 1975 to December 1976 based on information conveyed to UNHCR by the Thai authorities, may be found in Annex IV. The amounts transferred, together with the expenditures and commitments for programme support and for the transporta- tion of displaced persons resettled from Thailand reported on above, bring total expenditures and commitments under the care and maintenance and resettlement programmes to 10,486,600 (see Annex II).
Resettlement to other countries

By the end of 1976 36,933 displaced persons, some of whom are awaiting departure, have been accepted for resettlement in other countries. Annex V gives a breakdown, by country of resettlement, of those displaced persons from Indochina in Thailand accepted for permanent resettlement in third countries.
B.
Efforts continue to promote the resettlement of suitable candi- dates giving priority to Vietnamese arriving by boat. It is hoped to main- tain an average of 1,000 departures per month, of whom 800 at UNHCR expense.
Arrivals by boat

During 1976 UNHCR has given special attention to the problem of persons from Southern Viet Nam arriving by boat in the neighbouring coun- tries. In 1976 a total of 2,465 persons arrived in Thailand by boat from Viet Nam Of this number, 1,047 persons have been accepted, as of 31 December 1976, for resettlement in third countries. On 28 July 1976, in order to ease the problems resulting from the arrival of boat cases, the High Commissioner appealed to a number of governments for resettlement opportunities for these persons. To date the United States, Canada, Australia, Switzerland and Austria have responded favourably to this appeal with set quotas, and France continues to accept significant numbers under an open-end arrangement.
Voluntary repatriation

Contacts have been maintained throughout 1976 with the Governments directly concerned with a view to promoting voluntary repatriation. UNHCR will, in conformity with its traditional policy, facilitate the repatria- tion of displaced persons who express the wish to return to their country. In view of recent developments in the area, however, no forecast can be made at this juncture with respect to voluntary repatriation, its modali- ties, mumbers, etc.
