Dear Mr Mallett

INDO-CHINESE REFUGEES:"SMALL BOAT PEOPLE"

As you will know, the Home Secretary has agreed that we may accept 116 of those Indo-Chinese refugees who were the subject of an appeal by UNHCR last July. As a first step we accepted 21 Vietnamese from the MS Mather who had been given temporary refuge in Japan.

The intention is that most of the remaining 95 should come from those who have made their way to Hong Kong and, so that we may gauge the size of the problem I should be grateful if you would enquire of Hong Kong how many of these "small boat people" are at present located there; what plans are being made for their future resettlement elsewhere; and how many are possible candidates for the United Kingdom.
