The labour law promulgated in 1975 gives most employees the theoretical right to become union members. A reorganised union structure is now being formed, but there is evidence that it will be to a great extent under government control; trade unions could only operate within certain limits.

All residents of Ethiopia require exit visas to leave the country. These are extremely difficult to obtain, and the Government are reluctant for people to visit Western countries, let alone to emigrate.
