The right to form unions is guar- anteed by law. By whatever means, however, the leadership of the unions is composed largely of per- sons loyal to the government. right to strike does not exist but the power of employers to dismiss workers is very tightly circum- scribed.
(vii) There is considerable freedom to
emigrate and many thousands of Egyptians take advantage of it. Since 1973 it has not been neces- sary to obtain permission for an exit visa.
