The population of all border areas enjoys the right to cross freely into neighbouring countries without prior permission or pass- port controls. The right to emigrate legally is in practice less important. exit permit is necessary and probably not unreasonably withheld. Most emigration of skilled Cameroonians occurs when they stay on in Europe, usually without official per- mission, after finishing their studies.
