(iv) There is no pre-censorship, but the line dividing honest criticism from seditious talk is very fine-drawn. Media overstepping that line may be suspended for varying periods or entirely closed down, and individuals face the possibility of detention for political offences.

In itself, the judiciary enjoys a satisfactory degree of independence. this is of little use, since offences of a political nature are usually dealt with by military tribunals.

(vi) The co-ordinating body, the Confederacion
Nacional de Trabajo, has been proscribed since 1973 on the grounds that it was an instrument of Communism (itself proscribed). Individual trade unions continue to exist but, in common with all societies, clubs and similar affiliations, are greatly circumscribed by regulations, which have recently been applied more strictly. Hence trade unionism is in practice largely impotent.
(vii) Emigration is not restricted, subject only to
normal taxation clearance. Indeed, there is
provision for political detainees to be released in certain circumstances, provided that they leave the country for a specified number of years.
