to good relations between the UAE and friendly countries (a definition which in practice means Arab and sub-continental states).

The conceptual basis of justice is Sharia Law under the Imam, coincidental with the Ruler. Thus there is little distinction, despite codified laws, between the executive and the judiciary. Nevertheless there have been very few cases of the judiciary being interfered with, and these not in criminal cases. But rules of procedure etc in court tend to be tailored to suit the authorities. Counsel are not of the most robust, and the manner in which some civil cases are presented is sometimes therefore inadequate to fair appraisal.

(vi) There are no formally organised unions.

Group representations by workers are dealt with capriciously. Citizens tend to get

a free and fair hearing. Foreign labour may get what it demands or be deported on the next dhow.

(vii) There is complete freedom to emigrate

unless legal process is pending.
