The suspicions may not be unfounded. especially in cases with political overtones. We suggest a rating of 2.
(vi) In practice though not by law the
National Trade Union Congress (to which are affiliated most of the important unions) is controlled by cadres of the ruling People's Action Party. Only some 30% of the workforce is unionised, unions are not compelled to affiliate with NTUC, and non-affiliated unions are allowed a measure of freedom.
