There are no restrictions on the right to form or to join trade unions, which operate in Peru without any direct Government interference subject to the State of Emergency.

The deportation of Peruvian citizens has been widespread in the past, but the Government has recently granted amnesties to enable many exiles to return. The right to enter or leave the country freely has been suspended under the State of Emergency.
