1976, the government has kept them under close control. It has little trouble in bringing in legislation to curb the activities of workers when it wishes, eg a recent Decree prohibiting strikes by workers in "essential services" (which were not defined).

There are no restrictions on move- ment within Nigeria, although diplomats were restricted to Lagos for six months in 1976. Nigerians are normally free to leave the country when they wished. thorities do, however, maintain a stop list and use it, particularly at times of stress.
