Trade unions are free to operate and are, in the main, well supported. Militant action by members is restricted because of the form of military government but there have been strikes on a few occasions.

There are strict administrative arrange- ments (such as tax clearance, etc) to overcome before Malagasy nationals are able to leave the country. But apart from these requirements there are no restrictions on emigration.
