(iv) The press, television and radio
are wholly controlled by the gover- nment; there is a certain measure of free speech and controlled poli- tical debate.
(v) The judiciary is on the whole in-
dependent. Cases which might test this never occur, however;
they are not, for example, called on to question the legality of laws passed as there is no constitutional yardstick.
(vi) Trades unions are fully controlled
by the government.
(vii) Emigration is possible, though most
Libyans who do so do not announce this in advance. Exit permits are required for all Libyans wishing to travel overseas. The withholding of these is sometimes used to prevent emigration.
