(i) According to some estimates as
many as 30,000 persons (ie, about 1% of the population but we think a figure of 5-10,000 would be nearer the mark) are held in some form of detention, almost always without any form of trial, and on the pretext that they are being 're-educated'. Trials by 'people's courts' are, however, alleged by the authorities to have taken place in certain cases.

Torture is not known to be employed.

Slavery is not known to exist.
Comment by South-East Asian Dept Slavery as such is not known to exist in Laos, but anti-social elements, including persons accused of having supported the previous regime, are detained for purposes of 're-education' (see (i) above), ie forced labour. We suggest a rating of 4.
Freedom of speech is non-existent. It is forbidden to publish anything inconsistent with government policy.
The only form of courts reported to exist are 'people's courts which are guided largely by political considerations.
Trade union freedom is non-existent.
