sentatives of the authorities, anyone attempting to leave the country is liable to execution. Some evidence suggest that anyone returning, whether voluntarily or in- voluntarily, is also probably put to death. This and the forced internal migration of border area inhabitants into more easily controlled areas has reduced what was a flow of refugees to a trickle.
