It is widely admitted that there was substantial maltreatment of prisoners during the interrogation period after the 1965 disturbances. But, according to prominent released detainees, this has virtually ceased since about 1970.

There is virtually no slavery proper, but there are some restrictions on individual freedom, eg compulsory transmigration and communal labour. General Indonesian opinion, however, approves these and would not regard them as in any way related to slavery.

There is self-censorship and some ret- rospective censorship of the press. The security authorities sometimes take action against individuals and news- papers that have been too outspoken. Overseas newspapers are censored on entry. Political discussion is usually oblique and avoids personalities, but this results from the Javanese charac- ter as much as from prudence.

The judiciary are controlled by the Minister of Justice, and the law that they administer is unclear and some- times arbitrary. There is substantial corruption in the lower judiciary. Nevertheless, most of the higher judi- ciary are competent and independent minded. Direct government interference in judgements is rare.

(vi) Trade unions are part of the "new

order" and form part of Golkar, the nearest thing to a government party. They are regarded by both the govern- ment and the people, as organs of the state.
