HONG KONG: MPs LETTER: MR JOHN GOLDING MP

1. Mr John Golding, MP (Labour Newcastle-under-Lyne) and a Parliamentary Under Secretary at the Department of Employment wrote to Lord Goronwy-Roberts on 31 January enclosing a letter from Mr JP MacNamara of 17 Sandbrook Road, Woolton, Liverpool.

2.

Mr MacNamara's letter complains about unsatisfactory conditions of employment and arrangements for social welfare in Hong Kong. I think that the best answer to his complaints is to send Mr Golding a copy of the relevant part of the note sent to the TUC on 14 December last, listing the measures that the Hong Kong Government are taking to deal with these and similar matters. As for the points that Mr MacNamara raises about corruption and the appointment of a political figure as the next Governor of Hong Kong, I think that it is enough to draw upon answers to past Parliamentary Questions, eg Mr Ennals' answer to Mr John Lee MP on 2 February 1976 and Mr Luard's to Mr Robert Parry on 18 January this year respectively.

3.

I submit a draft letter for Lord Goronwy-Roberts' signature.
