The trouble goes back at least as far as the 1971 Salaries Commission, whose findings on these grades have never been acceptable to the staff concerned. The issues have been examined from time to time since 1971 and this has culminated in a comprehensive review of the technical grades.

It has been difficult to decide the best course of action in these circumstances, bearing in mind the public interest on the one hand and the need to resolve what is clearly a deeply felt grievance on the other.
