Thank you for your letter of 28th September about this. It was considerate of the OLA to report the NUTGW Secretary's speech and the motion before the TUC Congress. Naturally the NUTGW would like to see Hong Kong under the sea, and I have no doubt that they will continue to bring, whatever pressure they can to bear on their own, or through the TUC to restrict Hong Kong's access and reduce the competition it can offer.

I do not underrate any of this

or its inconvenience to Ministers, but at the same time it would be interesting to know how many resolutions were passed at the TUC Congress, for how long the Congress lasted, and for how long the speeches on this particular motion lasted, and whether the subject attracted any notice in the U.K. media.
