Flease refer to Tom Duffy's letter of 16 June to Dunlop which has been acted on as in the copy of the letter of 27 June to Dr. Fosh attached.

I am drawing this matter to your attention because, at first sight, Dr. Fosh's claim appears to be beyond the scope of the expenditure specified in your letter of appoint- ment to Turner dated 21 April 1977. However, as we are acting on your behalf, we have treated Duffy's letter as the necessary authority for this disbursement. The sum involved is recorded as a charge under paragraph 3(b) of Turner's letter of appointment.

Another point we would appreciate your staff bearing in mind is that our Treasury is not necessarily familiar with HMG practices, e.g. in dealing with subsistence and in-town travelling expenses claims. Accordingly, if further claims are forwarded to us for settlement it would greatly assist us if you could specify the sum to be paid as well as the heading under which such payment is to be recorded.

I hope you won't feel that I am being tedious, but you will appreciate that your Telno 321 of 29 April does tell us "to ensure that there is some financial control
