Through my membership of the TUC International Committee I have seen a copy of your semi-private interim and provisional review, on the study being conducted by yourself at the request of the Foreign and Commonwealth Office, on Labour Relations in Hong Kong.
On reading the review, I was struck by the absence of proposals for strengthening the trade union base and structure in the Colony to provide for effective collective bargaining and for worker representation in the wider social and economic environment.
Accordingly, some work has been done by my Union to add to the-document "Hong Kong: The Problem Colony" submitted to you during 1976. The attached document, "Hong Kong Towards Effective Trade Unionism", sets out our proposals to cover the items mentioned above, and I would be grateful if these could be taken into consider- ation when compiling your final report for publication.
