Paragraph 69

There is little pressure from MOD 1 staff for central consultation. It would be a formidable task to arrange adequate representation of the Staff Side on a Junior Council.

Paragraph 72

The Civil Service Branch has not rejected the idea of arbitration for individual grade disputes and is currently considering an extension of the Committee of Inquiry procedure. to allow this. Procedures for settling disputes at all levels are already being formalised.

Pay Policy

Paragraph 13

Our system of salary administration is based on those of other administrations and is sound in our view. There is no evidence to indicate that the present system results in unilateral pay determination. The facts produced by the inde- pendent Pay Investigation Unit often lead to an obvious and mutually acceptable conclusion.

Paragraph 21 - 23

Apart from housing assistance, fringe benefits are not a cause of serious discontent within the Service. The only significant differences between expatriate and local conditions of service concern leave earning rates and leave passages.

Paragraph 71

In our view productivity bargaining is not a starter in a Civil Service and would probably cause more discontent than it would be worth.

Paragraph 73

We do not consider that there is a need for further sophistication of the job evaluation techniques already in use. As in the case of productivity bargaining, this proposal would probably sow the seeds of discontent. It would also be expensive.
