I expect you will have already received from Professor Turner copies of the reports produced by his research assistants Michael Quinlan, Richard Morris and Di Yerbury in connection with his study on labour relations in Hong Kong. On this assumption, I enclose for your information the following papers which contain our comments on the reports

comments on Quinlan's "A Report on Civil Service Unionism in Hong Kong" together with a list of factual errors found in it. These comments were not sent to Professor Turner because we gained the impression that Quinlan's report would be replaced by the Morris Report. However, our general comments were conveyed to him orally when he was in Hong Kong in May and he has had a copy of the list of factual errors; and
copy of a letter of 5th October to Professor Turner commenting on Morris' "Staff Relations in the Hong Kong Government" and a list of factual errors found in it. You will see from para 3 of this letter that we have not commented formally on Professor Yerbury's report because we agree in general with her conclusions and she has made no very significant errors of fact.
I hope these papers will help you to answer any questions arising out of the civil service aspects of the Turner Study. If you need any further information we could discuss during your forthcoming visit.
