PROFESSOR TURNER'S REVIEW OF LABOUR RELATIONS IN HONG KONG

1. At Professor Turner's request I telephoned him this morning in Sydney to enquire why he had been trying to contact me for the past two days.

2. He wanted to know whether his visit to London to see the TUC and CBI was urgent or whether it could wait until the autumn. I said that the sooner the visit was made, the better, but that we should require as much advance notice as possible so as to make sure that the necessary appointments, particularly at the TUC, could be made. It was important that he should see Mr Jack Jones, among others, and his diary tended to be full for weeks ahead.

3. Turner said he was hamstrung at present by the strike of air traffic controllers in Australia. This meant he could not be sure of being able to visit Hong Kong this month. If this visit became possible he might be able to fit in a quick trip to the UK from Hong Kong. If not, he would come here in the autumn, probably August/September, bringing with him the draft of his final report to discuss with Mr Jones and others. I said I thought this alternative was a possibility though I preferred an earlier visit.

4. Turner said he would let me know his plans as soon as possible. I told him a telegram was on its way to say that we would bear the cost of the return air-fare to London. He said he had expected this.

5. At his request, I am sending him a copy of the OLCC minutes and the Fabian pamphlet by Joe England "This Very Peculiar Place".
