TURNER STUDY

1. With reference to our telephone conversation this morning, I should be grateful if you would authorise the provision of finance (£1,000) to cover the return fare for Professor Turner from Australia to London and also to cover three nights subsistence in London.

2. Professor Turner is currently engaged in the study of labour relations in Hong Kong at the request of HMG. The Prime Minister, when he was Secretary of State for Foreign and Commonwealth Affairs, intended that the TUC should be closely associated with Professor Turner's study and the OLCC, on which the TUC is represented, has already considered an interim report submitted by Professor Turner. It has been agreed that, in order that the Professor can finalise his report, he should return to the United Kingdom to discuss further developments with the OLCC.

1. If it is essential for Professor Turner's expenses to be met by the FCO, te cost will have to be charged to Special Missions.

2. When you authorise the post concerned to make the booking (tourist class, judging by your estimate of the cost), would you please ask them to arrange if possible for the fares to be paid to the carrier in London, and to quote the reference to your letter/telegram and 'Special Missions' against "authority" on form XF (0)16.
