9. Professor Turner argued that the expenses arising from his visit (and that of Dr Fosh) to London for the consultations with the TUC/CBI should not be regarded as a charge on the funds set aside for the second stage of the study. Mr Stewart accepted that the cost of Professor Turner's return ticket and his accom- modation in London should be regarded as an "extra" but advised Professor Turner to draw on the funds in Hong Kong for his incidental expenses, eg cables, which might amount to £200 or so. It was agreed that if Dr Fosh were to let Mr Stewart have a written statement of her expenses in connection with her two Bath/London return visits and overnight accommodation she would be reimbursed. As a general rule, Mr Stewart said that bills should be submitted to the Hong Kong Government; any difficulties would be ironed out between them and the FCO.
10. It was agreed that there should be no further argument over the finances of the first stage of the study, Professor Turner having proposed and Mr Stewart having agreed to "call it quits" on the basis described in paragraph 2 of my minute of 8 June.
